Yes, there are scholarships. Some are based on need, and others based on talent. Some will come directly from the university to which you are applying, while others may come from outside sources you find yourself (like the Rotary Club, or the Knights of Columbus, etc.) and may not be specific to art.
My university offered 2 scholarships per year, all tuition paid, for students who were extraordinarily talented in their field.
Most universities will list information about such scholarships on their websites. You can also ask their admissions department if such things exist. And if you're in high school, your guidance counsellor can help you research the general scholarships, as well as art-specific ones.
In addition, if you're in the US, you'll qualify for all the normal need-based aid that any other university student may qualify for.

Graphic Design students should be eligible for scholarships, I'm not too sure how it works, i would imagine any 3rd level degree course would offer scholarships to the right candidates.That depends on where you are applying to college, the number of places available and how many financially disadvantaged students are applying for the scholarship.
I completed a Bachelor in Graphic Design in Ireland 4 yrs ago. We don't have educational fees over here. Just a registration fee of 300 euros each year. We had a few forgine students in our year, they applied for financial assistance from their government which helped them live here while at school, including the cost of registration.
The Irish Government also offered financial assistance to Irish students in full time education who had to live away from home.
If you are a British student, you may consider studying in Ireland. It's not so far away from home and there are no fees. Letterkenny I.T. has a brand new design department with digital media, recording studio. The NCAD in Dublin has a brilliant reputation and high success rate for design graduates, also Dublin's DIT is a great college for practical training and placements their degree course really prepares you for the industry.
Apply to your local Government bodies or councils for assistance.
