Anytime after the last Monday in May

This rule applies mainly to white pumps or dress shoes.
White tennis shoes and off-white boots seem exempt, as are any shoes worn by a winter bride.
"Winter white" clothing (e.g., cream-colored wool) is acceptable between Labor Day and Memorial Day too.

I feel just as you do about wearing white, and though I live in New Orleans, you will not find me with white shoes on at Eastertime, even though the weather might be warm and summery!

It used to be that one was supposed to wear white only between Memorial Day and Labor Day (basically between the last Monday in May and first Monday of September). Then, "winter white" or off-white became the more accepted white-color for Fall or Winter clothing.
Many fashion houses feature white in their Fall/Winter collections (see www.designerhistory.com). The First Lady, Laura Bush, wore a white suit during the Inauguration ceremony in January 2005.

These days you can wear it all the time pretty much, stick to winter white in colder months though, and don't wear it head to toe during winter.
