Yes. In 1970 Marquette turned down an NCAA bid because they didn't like the region they were put into. They accepted an NIT bid instead.

And then there's Missisisppi State, who turned down bids in 1959, 1961, and 1962 because the Mississippi state government policy at the time forbade them from playing teams that were racially integrated.

And I think Kentucky turned down a bid in the early 50's because the school was mad at the NCAA over the way the school's treatment in the point-shaving scandals of that era.

Villanova turned down an NCAA bid in 1965. They were seeded in the west and felt the players would miss too many classes. How refreshing is that!?
They played in the NIT and lost to St. John's in the final.

I'm not sure, but I do believe a few teams have, due to disciplinary reasons. I think Bob Knight said he would turn down a bid if they were offered one once, but not sure if that ever came to be.
