pendulum at maximum height = max potential energy / minimal kenetic energy.
pendulum at minimal height (i.e. vertical or in rest position) = min potential energy / max kinetic energy.

as one increases the other one decreased and vice versa. You can assume this goes forever IF you assume that there is no air resistance and therefore no energy loss.

Potential energy is defined as a work of certain force (say, gravitational force, or Coulomb force, etc) during change of the relative positions (configurations) of the objects within a physical system. Often certain position is termed as reference position (or reference state) and the work is calculated versus this position. Because the work is reversible thus has the potential to change the state of other objects around it (for example, the configuration or motion) it was called potential energy.

Potential Energy applies to the pendulum of the clock because of its arc movement. Gravity pulls it back down once its at the top of its arc.

The kinetic energy of an object is the extra energy which it possesses due to its motion. It is defined as the work needed to accelerate a body of a given mass from rest to its current velocity. Having gained this energy during its acceleration, the body maintains this kinetic energy unless its speed changes. Negative work of the same magnitude would be required to return the body to a state of rest from that velocity.

Kinetic energy applies to the movement of the Pendulum. Because it is moving, it has energy.

It trades one form of energy for another, following the law of thermodynamics that energy is never created or destroyed, just changed in form. When the pendulum is stopped (KE=0), the potential energy is at its maximum value.
