Way back when, I had several different sites hosted at Geocities.com. Now, it's actuslly owned by Yahoo! and your current username can get you your own site. Go to Geocities.yahoo.com and start there.
They have a small sidebar that pops up when you first go to the page, but you can immeidately close it and forget about it, so it's not a real big nuisance or anything.
they even have web site builders which aren't all that great, but they work if you only want something simple or you're just beginning your work with HTML.
There are a couple other places still out there (like TriPod), but I always preferred Geocities.

i host my site at freehostia.com it is free with no ad banners although in your cp (cntrol panel) they do have a nav bar with things like remove restrictions, so on so forth
but it is a good free host, with PHP, MYSQL and cgi
