People turn onto a road into the turning lane, and then pick up speed and merge into traffic?

For me, it's scary, because you're not supposed to do this, and I usually slam on the brakes because I'm not sure if they're going to go for the turning lane or my lane!

I believe you are speaking of the CENTER lane, and in my area (Joplin, Missouri) and virtually every other one of the 9 states I have lived in it is ILLEGAL. Here if the police catch you, it's a 125 dollar pop and an "UNSAFE LANE CHANGE" on your record.
I'm against LEFT TURNS in heavy traffic anyway. people are too lazy to take a right and find a SAFE turnaround a block down the road.

No, because if a turning lane is available you are supposed to use it.
I'm assumming the turning lane you are talking about is the merge lane on the right side of the road for people who are making right turns onto a high speed road where the high speed traffic does not have to stop.
