Why wait until he leaves office. Tony Blair doesn't have immunity from prosecution so he could be arrested now.
Remember to successfully perform a citizen's arrest you must KNOW that he has committed a crime. You do not have the power as a citizen to arrest someone on suspicion of commiting a crime like a police officer has.

Since you can't satisfy any of the conditions, best to leave Mr. Blair to the international courts.
