Is this actually an issue of Human VS Animal rights or is it about having animals and being responsible for those animals ?
For many that acquire animals it is an initial novelty which soon wears off and then the hard reality sets in that the animals actually need care like children. People that have and keep pets, regardless of what they are, SHOULD be responsible for those pets.
I am not aware of what happened in B'lore but if an animal kills a person then the owner of the animal should be charged with NEGLIGENT HOMICIDE for failure to properly exercise their RESPONSIBILITY for owning the animal.

I think human rights are a higher priority than canine rights, but I feel the canines just like any animal should be respected and humanly treated.
I am an animal lover, but I am also a parent. There is no excuse for a pet mauling and killing children, those animals don't compliment society and need to be euthanized.
I believe their needs to be more effective measures taken and laws enforced in regards to dangerouse and aggressive animals. I will not tolerate my child playing in her back yard, to have a dog leap a 6ft fence and maul her for playing in her own yard. This happened to one family, where the young daughter, and family dog were killed, mother and toddler son where baddly mauled. They were playing in their own yard, and a large dog (don't beilieve in breed discrimination) from 4 houses down, jumped their 6 foot privacy fence and began his bloody attack.
The owner was fined and the dog was shot on the scene ( cuz he had a throat latch on the mother). The owner of this dog should have gone to jail, he had neglected to properly socialize his dog, was abusive and kept it contained in a little 2' x 4' crate, infested with feces. The dog broke out and was on a rapage.
Any way, I think human rights above Canine rights, but there still needs to be Canine rights.
Dogs were intended to be compatable with humans and society, if they can't meet that standard, ( and they are not in protection or law enforcement feild) I feel they shouldn't coexist with humans or society at all and be humanly euthanized.

I think Animal Rights are more important. Animals do not have a voice to tell you they are being neglected, or abused. They rely on us to protect them, feed them, and keep them healthy. A responsibility that some people take all too lightly, or not at all. Whereas Humans can speak their mind, can leave, or ask for help.

All dog lovers treat their dogs the way they should be treated. Its people who arent dog lovers who still own dogs that are responsible. If one of my dogs bit someone it wouldnt live an hour longer. Maybe you should reevaluate which side of the rights you are looking at, how about peoples rights to own animals, it doesnt say how they should care for it. How about an animals right to live in the same conditions we would hope for ourselves all dogs are born the same its how people mold them. I do take in as many homeless dogs as i can and make an effort to associate people with good things for them, when uneducated uncaring people do hideous things to them. Most dog lovers do all they can, even if its to ensure their own dog is safe and they are safe to the people around them. Animals dont ask for much by way of rights, just the right to live in a world where they are fed, sheltered treated kindly and considered occasionally. Humans just about ask for the moon when it comes to our rights. How is it fair that if a person kills another person they have a chance to defend themselves, When found guilty they continue to live, fed, sheltered and they even still have rights. If a dog so much as bites a person, even in their own defence they are automatically assumed viscious and everyone else wants it dead. No trial, no recourse, death. If it bites someone in defence of another person, then its alright. Protecting a person is alright, but they cant protect themselves, in every sense, so we have to do it for them. Stray dogs are usually caused by people like you who dont care about their pets and allow them to roam or just dump them when they arent convienient any more. What do you suggest we do, hunt down and kill all stray and unwanted dogs. Its not their fault they are out there, its irresponsible people who dont care for their dogs properly who cause stray dogs. Why dont you go and pick on child molesters instead of people who care for and are trying to do the right thing for animals that people created.

It is already the law that when a dog or cat is off of the owners prperty they be on a leash. This needs to be reported to animal control for action if people seee dogs/cats running loose. some people do not call so they do not make their neighbors angry...What is worse a angry neighbor or a dead child????
