You can't improve on perfection. There is no need or point.

first you'd have to define "better". Since the definition of "better" is not concrete, but always requires an opinion, the answer is yes, but there is no way to resolve a conflict is you don't agree.
This is not a question that can be resolved by facts. At least you put it validly in the category of Philosophy.
It is similar to the question "Can God make a rock so large he cannot lift it?" Well, if God made a Rock so large, which direction would up (for the lift) be? That would require agreement on perspective, before you could decide if the criteria had been met.
Your question requires similar agreement on perspective.
One must first agree what "better than God" would be. Then one could postulate whether this is within Gods capabilities.
My personal beliefs are that for the purposes of answering your question, yes, God can, and has made someone who is better than him: his only begotten son, Jesus Christ.
I expect there are others we may hear from who believe that God and Jesus Christ are the same being, and based on their belief they will find my answer inappropriate.
Perhaps my answer will sound good to you, perhaps it will concern you. I hope that it does not upset you. If it does, please understand that you did ask a question about God's limitations in a public forum, and that does tend to attract the attention of others.

God is everything and everyone. If God made someone better than God, that person would still be part of God because God is everything.

Better than God is right now, or better than God will become?
In that, I believe God is evolving right along with the rest of the universe, at some point, some entity will be where God is now, but by then God will have moved ahead.

No because it would go against the nature of God. Same for all questions of this sort. Could God make something more powerful than himself etc. Sorry if that is not as in depth as you would like.

Better than him how? A clarification of what would be better than God is needed to fully answer this question.
Man was created in God's image. We are like him in everyway, except that we a faliable where as he is not. We attempt surpass the limitations that he gave us. If we seek the Forbidden Knowledge we will be condemned to Hell.
So are we better than God? Is it possible to surpass Him?
In computers, man is attempting to create artificial intelligence. AI's will be created in the likeness of man. So will we not become God to the computer? And eventually will they surpass us?
Can a computer surpass God?

This answer is a category mistake. We say God is omnipotent (all powerful), but it doesn't mean that God can do ANYTHING. It means that he can do all things that are logically possible.
God cannot make a square circle. Those are different categories. Likewise, to say "better than" God is a category mistake because the essence of God IS GOOD. It's kind of like asking "What is more orange than orange?" Really, it's non-sensical.
So the answer is no. :-)

If God made someone better than he is, then God would not be God. Read your Anselm of Canterbury. God is that than which a greater cannot be conceived.

I guess that depends on how you define "god" in the first place and what you mean by "better". If you define "god" as omnipotent and better as more powerful, then no, because there is no such thing as "more omnipotent". In fact if you define "god" as omni-anything, the answer is no - omni means all, omnipotent is all-powerful, omniscient is all-knowing, both common god-attributes and pretty difficult to "better"
