i have a ATI RadeonX700 pro graphics card which i have been told is good for a budget buy

It all depends on the game your are running and the computer specification. If you are using pentium 4 2.4ghz with 512 mb ram and the graphic card you mentioned, your computer should be performing well at the moment but if you increase your ram by 1gb or so, the performance will be better thats my promise to you. If you are planning to increase the memory of the graphic card, i assure you of the same results as i mentioned above

If you have a 2 GHz AMD or Intel Core 2 Duo CPU or a 3 GHz Pentium 4, with at least 512 MB RAM, a faster card would be the best option for faster game play. For example, nearly twice as fast with X800.

More memory will help, a game uses more than the graphics card to run properly.....
I have 1 gig on my gaming pc, but 512 is the minimum you want to go with.....

not necesarilly. i have an extremely high recource consuming game (X3:Reunion if u'v heard of it) and my computer has 2GB of RAM and the most memory ive ever seen it use was about 800 MB, even then it still only runs on an average of 10 FPS. ive noticed a huge performance boost when i upgraded my video card to a radeon X1300. in terms of price and performance your best bet is to upgrade your video card or processor.

The following have a large influence on your game flow.

Graphics Card Type & onboard memory, CPU speed, Motherboard Buss Speed, Hardrive Speed, Amount & Type of RAM.

Also memory allocation by OS(windows/Mac), Resident apps loaded into memory (Start-up Programs running in the background), Amount of processes taking place simultaniously.(Check Task Manager)

overclock your graphics card. type this into google " rivatuner" or "ati tool" with these you will be able to turn your cards performance into that of a better card. if you use riva tuner then get ati tool as well as that will scan for artifacts.all will become clear

If you have a good graphics card and a poor processor you get the "bottle neck" affect where your processor is stopping your graphics card from full potencial,

If you have a gig of ram, i wudnt be upgrading that.

adding memory will certainly help but it is not the only factor to consider. processor speed, and graphics card will be just as important.
