STEP 5: Tilt your head back slightly and bring your eyes to a half-open state. This creates a good angle for application, while allowing you to see what you're doing. STEP 6: Draw a line across the upper lid just above the lashes, from the inside corner to the outside corner of the eye. If you're using liquid liner, allow it to dry before opening your eyes all the way, or the color may transfer into the crease of your eye. STEP 7: If you used a brush or a pencil, soften the look by gently smudging the line with your brush, a cotton swab or your finger. STEP 8: Line the lower lids. Moving from the outside edge inward, draw a line on the outer two-thirds of the lid or more, depending on the look you're going for. Your line should be slightly thicker at the outside corner, becoming thinner as it moves in toward your nose. Using your brush or pencil, lightly stroke the area. If using a liquid liner, apply it in one smooth stroke. Apply less color so your eyes don't appear raccoonlike.

Try using only on the upper lids. If you have small eyes and apply to top and bottom, it will make your eyes appear even smaller. Especially if you are using a dark color. Remember dark colors deflect light and make things appear smaller (like the little black dress you have) Also try lining your lower lid with a lighter color, maybe from your shadow pallet. I also recommend to everyone to use a white or translucent pencil or shadow to line the corner of your lids and on the outer corner of your eyes (between your nose and eyes). This helps reflect light and make all eyes pop. Just not in the obvious way like liner on someone with big eyes.

Do you wear eye shadow? I'm Asian so I know what you mean. I don't wear eyeliner under my eyes. But I do apply eyeshadow under my eyes...just a light smugde. I apply a bit of brown shadow on my upper and lower lids and then I apply brown or black eyeliner on the top lids only. It depends if it's for a day or night out. Oh and don't forget to apply foundation before you apply the shadow or liner.
Mascara is really what makes eyes pop. Curl your eyelashes and apply BLACK mascara...best choice Maybelline waterproof "very black" or MaybellineXXL microfiber mascara....make sure it's waterproof...that's what matters most. My best advice to you is wear liquid eyeliner, and only apply a very thin line, also apply it only on the top of your eye, not underneath. Also, sometimes eyeliner can oveshadow your eyelashes, so use an eyelash curler and wear lots of mascara. Your whole face will look better. Good Luck! :)

try adding mascara, itll add a darker larger effect. Try using XXL Lashes mascara, works really well and makes em look long.
as for the eyeliner, start from the inside out. first apply it to the bottom part, then start again from the inside, and as u drag it close ur eyes. the color u r using may not suit u. i prefer dark blue, black, or lavender, but it may depend on the shape of ur face. check out a beauty website
if you wear glasses, maybe contacts would help them look better. but sometimes glasses add to the eyes. take ur pick.

Apply it on top eyelid only, very close to lashline, from your pupil to the outer corner, powder it *lightly* to set it in place (to minimize smudging). Maybe you could also use some mascara to make your eyes stand out even more.

Did you ever try gel eye liner with a brush? Bobby Brown makes one and so do I at www.looselipsny.com. Both are nice and easy to apply. Ours is waterproof. Looks better than pencil.

always line the outside rim of the lid, just on top...try using translucent powder to set it afterwards. Lining the bottom usually makes eyes much smaller in appearance.
