Yes, there are lots of them. Google Animation Courses, Animation College, or any variation of words like that. Here are some I came up with.
School of Visual Arts (New York)

Yes, there are hundreds. Where do you plan to go to school?
In the US alone, these are just a few:
-Rhode Island School of Design
-New York University
-Massachusetts College of Art
-Academy of Art University
-Savannah School of Art and Design
-Parsons
-School of Visual Arts
-University of California, Los Angeles
-Vancouver Film (Canada)
-University of Southern California
and an entirely unique program at the Center for Cartoon Studies, in Vermont (linked below).
In general, these programs can be found in the art or the film departments of both art schools and universities, although some list them separately as animation, cartoon, book arts, or even "time based arts". For example, at NYU, it's under film. At The Art Institute of Chicago, which is an art school, it's actually separately listed under animation.

The answer is yes. It's usually part of gaming programs and/or multimedia (graphics design).
