and an entirely unique program at the Center for Cartoon Studies, in Vermont (linked below).

In general, these programs can be found in the art or the film departments of both art schools and universities, although some list them separately as animation, cartoon, book arts, or even "time based arts". For example, at NYU, it's under film. At The Art Institute of Chicago, which is an art school, it's actually separately listed under animation.
