"Gifts" are special if they're personal and meaningful, and it doesn't have to be something he can touch or use. Think about giving some of your time and effort, which cost nothing.
Don't fool yourself - men like to be wined and dined and romanced, just like women do. So maybe you get home early on a random weekday night. Fix a nice dinner, and chose a menu that is out of the ordinary. It doesn't have to be elaborate - a nice steak will do. Dress up a bit, fix your hair/makeup, and/or or put on something lacy and frilly. Light some candles, put on some soft music, and open a bottle of wine (if you and he drink alcohol). When he comes in, meet him at the door, take his briefcase (or tool belt, or whatever), hand him a drink or a glass of wine, and sit him down on the couch. Remember: this is all about him, so maybe offer to give him a backrub. After dinner . . . let nature take its course.
As another suggestion, you could throw him a mini-surprise party - for no reason, and on HIS terms. If he likes sports (NASCAR, baseball, hockey, basketball, whatever), wait until there an event coming up. March Madness is starting soon, or maybe "his" team is playing on television. Go out and buy some party food. A tray of wings, some manly finger foods (think: chips & dip, and pizza rolls, not quiches or veggies), and some beer if that's his thing. Invite a few of his friends over, but make sure that they know it's a surprise. If there's money left over, buy him a t-shirt or hat with his favorite team's logo on it. Set the party up for him, and when his buddies show up, take off. Go to the mall or to a friend's house. That way, he can scream and yell and act like an idiot without having to worry about you rolling your eyes at him. When it's over, come home, and clean up. Again, it's all about the gift of time and effort.
Point being, you don't have to spend a lot of money to make your man feel special. Showing him - not just telling him - that he's appreciated is the key.

Go to Family Dollar or Dollar General and in the hair section there is a oil that people use for massages. When you get ready to use it place it in a cup of very hot water. Start at his shoulders and work your way down. Hopefully he will feel like you are doing something special.

You could go out to a lingerie store. Buy the sexiest kinkiest thing you find. Surprise him one night. Wait by the door as he comes home from work. And tell him it is fantasy night. Anything goes. He will love it.
