NO. The homeowners' insurance policy should be the first remedy. If they did not purchase insurance or if they are under-insured the loss should be completely absorbed by THEM. They (the homeowners) made the decision to insure or not, and at what value, so taxpayers should not be asked or forced to make them whole.
