As someone who was in university to be a teacher I offer this to you.
In my opinion "well-rounded" means many things to many people. It depends on what you want in the end, but basically after that year of schooling is over, and you look back on all the learning and work of that year and the one before and the one before you should feel a proper amount of wonder and accomplishment for having done all you did over and above learning the facts and skills you always learn in school. It's the extra things that make an education well-rounded. Going to a ballet, going to a museum to see historical artifacts or priceless art. Hearing from local artists/musicians/political/or other people that they didn't let anything stand in their way to get where they are now. Encouragement and enthusiasm go a long way in learning the basic skills everyone gets from schooling. But Music classes make math more fun. Seeing history thru Art makes history seem more special sometimes. And again, when a student can look back and say, "wow! I love -----my teacher. We did ------this and ------that, and it was so much fun and we learned a lot too!! But kids aren't usually that direct. Finding teachers to teach the "standards" using outside-the-box resources is one way to enrich the learning experience. The other way is to take what they are learning at home/lacking at home and using that to the teacher's advantage...which takes work but can happen.
Evaluating such a thing is subjective to the person who is doing the searching. One can take standardized skills tests and the one who knows more facts and skills gets the better score, however, the students who were introduced to the arts, and humanities in moderation in addition to the regular learning skills, those students will often get equal or higher scores for knowing facts in addition to being introduced to more worldly events, arts, and situations they can take in life to excell because they've already been offered the opportunity to see more of the world and work-life than just the classroom.

I would say the characteristics of a well- rounded education would be the curiosity or yearning in a person to learn things about everything and anything.
An Open Mind, Travel, Experiences, Seeing, Hands On, Reading and Using all Your Senses during these experiences makes good for a well rounded education. It's the drive that one has.

I would evaluate a well rounded education by saying that if you are more than able to answer the majority of questions on Jeopardy, then you have a well rounded education...
There is a big difference in knowing an answer to a question and then being able to furnish said answer in a timely fashion...

The goal of education should not be to ensure that students can regurgitate a lot of facts and information. The goal should be to create THINKING, contributive, and problem solving members of our society. The whole education process should center around making students more equipped to solve their own problems and accomplish their goals.
For example, learning to use the internet as a resource for information is much more valuable knowledge than simply learning many of the facts that you can look up on the internet. Education should create skills and tools for lifelong learning.

Knowing academics (reading, math, science, history, etc.) beyond expectancy, but also about things outside of school. Such as the dangers of society( Bush, gangs, rapers, etc.), and how to recognize them. Being able to decipher wrong from right, and actually do the 'right' thing even when no one is watching. Being able to show affection, and interact with others. I also think that well rounded people are open to new ideas, and look for knowledge other than the kind they automatically receive. Know not to be racist, sexist, or label people with stereotypes. Most importantly know to be kind, and to follow your dreams no matter how much people tell you that what you want is impossible to receive.

I believe all around research and a free uncluttered mind are
very instrumental in the field of academic learning.A well rounded education can be examined scientifically and explored
thoroughly.The freedoms of knowledge and reason are what
teaches us in our own inner sanctum.
The best is to never give up or underestimate ones achievements and possibilities.I know and you know were all unique.I say go journey in life pursuant to what you like understand and dream of.

a well rounded education only exists within a person it does not matter which teacher you had or what school you went to, it all depends on how hungry one is for an education.

Being able to read and comprehend above a 5th grade level. (most books including college bound are written at a fifth) Ditto for math. You should be able to tell if your local grocer is ripping you off inadvertently, computers are not perfect. Volunteer with the intention to be of help not because the judge told you to. You need to be able to clean house or you'll have bugs and rodents. You need to be able to feed yourself at home because take out will kill you eventually. You need to learn to cope with life without a cigarette or drink of liquor. Social drinking is baloney. For girls protect your heart. For guys wear a cup. I think that is sufficient unto the day.

Education is not only for earnings but also it has to give maturity,good character,broad mindedness and tendency to help the society to live peacefully on this Planet and no inclination to inhuman activities at all.

sadly, the only easy way to do it (and of course, not the best way) is with a standardized test. However, the greatest asset to a great mind is openness to new ideas, and an actual thirst for knowledge. They should be able to socialize at a competent level, as well.
