Ice Bulge in plastic tray?

if you fill a plastic tray with water. When frozen, under certain conditions, a bulge will appear on the surface.what's the phenomenon?

the bulge is only appeared in part of the ice's surface

The density of water decreases when it is frozen, thus the water gets "bigger" or increases in volume.

The frozen water expands as it freezes. This is what causes "frost heaves" in cold weather to sidewalks and streets. Don't fill the tray to the top if its a problem.
