newborns can't make tears when they're first born. sometime after the first month their tear ducts will begin producing tears.

the baby probably has blocked tear ducts. its its a new born, then it takes a while for the tears to start., but some do get blockages that require surgery. check with the doc.

i guess it's wining because my cousin does the same thing but it's normally because the place where they cry and tears come out is clogged because they aren't grown up yet
