I've had this problem twice before, in different apartments. Both times, the water heater's temperature had been set way too hot and was causing the problem. Once it was set to a more moderate temperature, I stopped having the problem in both apartments.

The water heater normally has a grid that shows too hot, moderate, and too cold of settings that you can look at. Though some water heaters need a special tool to reset the temp.

Sounds like your faucet is a p.o.s. Either a rebuild kit or a replacement is in order. Easy enough to do if you know where to shut off the water. Just go to the local weekend warrior store and pick up the goods. there's always install instructions that come with.
If this don't do it then you'll have to call a plumber because it involves something a bit more complicated.

Without a plumber..... Well first thing I would look into is adjusting the temp on the hot water heater.

You may have a thermostatic device in your shower that is bad. You'll need to identify the make and model of the faucet to buy replacement parts

You will need to have a temperature regulator installed. If you are very handy you can do this yourself. Home Depot should have the item and the instructions on how to do this.
