next couple of months. My adjustment probably won't be as much as my potential offer. Also, my adjustment is not guaranteed. Do I stay at my current company where I have been for 12 years, or do I take a chance and move. Keep in mind that if I move I will be in the middle of my pay range, where as if I stay I will probably be at the bottom of my range. The only things I don't like about my current employers is compensation, limited growth opportunities, and the political aspects. Also, should I approach them and explain the situation? Everything else is great. Please advise with views and reasons.

It's fair to give a potential employer a heads-up that you expect to receive an adjustment during your review cycle, and about what percentage you expect to receive.

In terms of staying where you're at - with lousy comp, limited prospects, and a political culture you don't enjoy, why not take the opportunity to move and get an increase while you're at it?

It sounds rather like a dead-end at your current job. You can tell your boss you are considering another offer, and see if he will counter-offer.

From reading the info you sent, I can't really see why you would want to stay in the old job! Change is hard, but it would be terrible if you stayed and always wondered what would have happened if you left. Don't wait til you are too old to switch jobs!
