Simple ...

1. Ask him who he is taking to the prom. That way you are not inviting him, you are just asking a friendly, chatty question.

2. If he tells you a name, then the process ends there!

3. If he doesn't have anyone, then you casually say "I don't have anyone either, yet ....", and trail the ending, and look searchingly at him.

4. If he doesn't respond, just say "So, what do you think we should both do?" Even a shy boy will have to say something.
