Do what the pros do. Head to your local rent all and get what's called a laser transit. After you've roughed the excavation , using one of these transits makes for a one person, quick job of seeing how far you need to go and when you have it bang on.
The perimeter track ( if this is a doughboy type) ought to be on virgin dirt and not fill. You can use the transit in all phases of construction to check on your level.
If this is an easy set type pool, once you have your base leveled, you're done with the transit.

First, layout the circle.
Next, level it as best you can, by eye.
Then, stretch out a large sheet of plastic over the entire area.
Now, use water from a garden hose to identify high and low spots. Excavate and fill as necessary.
Once the ground is fairly level, lay down a layer of rock followed by a layer of gravel, then a layer of sand. Compress at each step.
Using a string line and line level perform final grading and leveling of the sand.

Get a water Hose let it fill to half,then both ends raise each
and attach to a upright post,the other end same,when water level is risen to same height ,you are Level/very basic/very Good.Have Fun

hire someone. The pool company may have a list of contractors. They come in w/ a little bobcat type machine and speedy quick they get it done.
