My password option is broken in my hotmail. It has been for a few days. Three hours ago an e-mail came to me which has the subject RE: Hotmail News 2002442907. The content is completely empty. Worse, the sender of this message could not be verified by Sender ID. The sender is my own e-mail address! Somebody spammed me from my own e-mail address with a blank e-mail. When I try to change my password, I am redirected to Windows Live which doesn't work with my operating system (Windows 98 SE). What can I do to regain control of my hotmail e-mail? How can I get the password changed so nobody can send spam from my hotmail address?

Changing your password may not be the answer. It is easy to spoof your address without knowing your password.
Faced with your dilemma I would create a new hotmail (or other) mail account. I use my cable ISP for physical transport but my mail address is attached to my (free) Doteasy website.
Other options:
1 Upgrade to Win XP
2. Upgrade to Linux (Ubuntu is easiest.)
3. Use a Doteasy web site for your mail server.

I am looking into the password error for you know. The site has reported it has no errors but I must admit there does seems to be an error with the options menu,
My advise would be to make hotmail aware of the situation by emailing them at abuse@hotmail.com or preferably using the hotmail help line here:
