Fish don't have eyelids so it's really hard to tell when they are sleeping. When they are quietly floating in place, they are sleeping.

Is your light on all the time? Fish don't have eye lids and so can't block out the light and can't sleep with light. Other than that, how do you know they aren't sleeping? They can hover in place or hide in decorations to sleep and you'd never know for sure because they can't close their eyes like we do.

Do you mean '"why don't my fish seem to sleep?"
They sleep. They have no eyelids,so they sleep with their eyes open. When it's dark, they will float gently in place.
