It means one of two things. Either they have been answering for a long time and have accumulated points over time. Or, they have no lives and the only thing they do is sit around and answer peoples questions.
Once you have answered so many questions you get the "Top Contributor" label. If you hover your mouse over it, it will give you that persons statistics.

You have to spend the bulk of your time in a particular category....move your mouse over the orange box and it tells you this.

Just answer lots of questions in a particular category, and choose best answers and you should get one in no time. Hope that helps.

How about reading those orange tags.
It says "Top Contributor", therefore, they're TOP CONTRIBUTORS.
Top contributors to what?
