Because they are morons, just like the current administration.
They feel energy will be saved. Unfortunately they forgot to take into account that with more daylight, people drive more and are out doing things that require more energy consumption than if you were just sitting at home watching TV or reading, with a lamp or two on.
Stupid.

I think that it would save money and energy if we had daylight savings time earlier.
