what is the reason to have attraction between protan and electron?

Both wish to become electrically neutral.

Therefore as they both have an equal and opposite charge, they are attracted to each other for that reason.

This is why elemental atoms (Elements) have the same number of protons and electrons - so that they too are electrically neutral.

None at all, it's not about reason. That would assume some purpose or goal behind the universe and there isn't any of either.
