Your question is ambiguous, but if you mean 'why can't Russian Jews [i.e. Jews in Israel from Russia] have the same rights as an Israeli Jew [i.e. a Jew in Israel born there]' then the problem is probably the same as experienced all over the world: newcomers who have a claim on our friendship for some reason or other, but are 'different'. It seems that sooner or later we lose our patience with people who don't fit in the way we want.

Because the Israeli Jews dont think they should because they are mixed with Russian. but if you think about it we all come from adam so no one should have lesser rights than another.
