I spend a lot of time in very cold and remote places far from piped water supplies and even further from hot water supplies.
One option is to smell and be unhygenic, the other is to use an axe and break through the ice on a river or lake, grit your teeth and jump in. If you don't get back inside quickly your hair can freeze and you end up with a lump of ice on your head.
Snow is really good for washing with, might sound daft but it really is. It's like a rough sponge but unlike a sponge you don't need to clean it when you're done.
In some parts of the world people have cold showers every day because they don't have hot water. In many African countries this is the case and because it's so hot, humid and dusty it's necessary to shower whenever possible, at least twice a day.
One thing I really recommend is getting cleaned in a waterfall. You end up massaged all over and the force of the waer opens every pore and you're much cleaner than after a normal shower. Try it if you get the opportunity but best avoid waterfalls that are popular tourist spots.
And another great thing - rock pools, particularly in areas of volcanic rock as the water is so clean and pure. Plus, if you light a fire and put some rocks in it then you can drop the hot rocks in the water and have a hot bath half way up a mountainside.

I've taken a cold shower when there was no hot water, but it's not something I would choose if there was hot water.
If it's really hot outside and you want to take a shower to cool down then take a warm (not hot, not cold) shower.

Yes, I have taken a cold shower before. But I have heard, if you take a hot shower when it is hot outside, your body will feel cooler when you get out.
