I think you should be careful when choosing a web host. If you are looking to host critical information and you can not afford to be down, then do not let the price dictate your choice of web host. The price will always depend on your hosting needs. There is too many factors that affect the price of your hosting, I would say start by writing down your expectations and then start researching the hosting companies. You are way over paying for hosting, if you switch you can use that money you will be saving to launch some major advertising.
There are many ways to advertise both online and offline, Radio,TV, Small newspaper ads, such as shopper or penny savors. Google, Yahoo PPC, the list goes on.
I have found that companies claiming to Host and advertise don't often deliver on both. I would use seperate companies for your hosting and advertising.
Switch your hosts to get your costs down and then research effective advertising.

That's pretty expensive just for hosting and listing your site on their sites. You can get cheaper hosting without sacrificing the uptime though. Pretty much all of the hosting sites have uptimes in the upper 90th percentile unless it's free ad supported hosting or they are hosting with a server from their basement. As far as driving traffic to your site you should probably talk to a professional web development/marketing firm as they can probably come up with things specific to your company such as working with vendors and suppliers in your industry to link to your site.
