Nice hypothetical question. JFK was not perfect either. I , personally , think Bush is surrounded by incompetent people, people who have never had to work for anything in their lives. When everything is given to you, you have no sense of cost(s). The Iraqi War is a good example. Since Iraq threw down their weapons in the first Gulf War, somehow, Bush and his aides figured it would be the same this time. The hunt for Bin Laden had been going on for 2 years or so by then, another election was coming up, Iraq seemed to be a guarantee of re-election. An easy victory against the Axis of Evil would go along ways to deflect the criticism of the hunt for Bin Laden. JFK was a fresh young face in a young, vibrant America. At that time America talked while carrying a big stick, seems that now the big stick comes first and talk can come later. Bush, like JFK, cannot do things alone, both MUST rely on competent people to advise. JFK had them and Bush doesn't seem to. So to answer your question, if JFK were president today with the same advisers as Bush, you all would probably be in Iraq, and if Bush had the same advisers as JFK had, you'd never have gone.

JFK was President for the Bay of Pigs debacle, then almost went to war over Cuba. He massively escalated our involvement in Viet Nam. Dirty tricks of the Cold War were at a peak during his time in office.
I don't think he would have had much difficulty with a decision about taking someone like Saddam out.

Since he took us into Vietnam with less of a reason, I feel very confident that we would have been there much sooner than 2003. Kennedy had much more courage than Clinton.
