Older versions of VB from version 6 and older do not use DOT NET.

Starting with VB7 aka VB2003 and later are DOT NET (.NET) which use the Common Language Runtime. (CLR)

This means that programs developed using .NET require the
CLR to be installed and running as well.

VBs 98 and below don't require the .NET framework. VB 2001+ requires the .NET framework in order to operate.
