On U.S. commercial TV, why is it OK to show men topless but not women?

because men don't have big boobs that cause sexual arousal. women do. the real question if your complaining about it not being fair is this how come in some movies you will see the girls boobs but they never show the mans privates?

They have a population of 300 million people and advertise sex with everything and ever where. But in some areas they get all weird about it. I am from Canada and here women can go topless in public if they really want to.

I think they should either show both or none at all. Same thing for being out in public. There are alot of men that are simply hideous without their shirts. I'd rather see a nice set of breasts coming down the street than a big fat hairy smelly gut.
