Try your local college first. When returning to education, it's best to start with a structured learning environment. Many colleges do web design courses through the Open College Network; just make sure any class you take focuses on Dreamweaver, not Frontpage. No professional designer uses Frontpage, but as a lot of colleges are associated with Microsoft through the ECDL, they often only offer classes using Microsoft software.

Depends if you are somebody who prefers to learn on their own or in a classroom environment. Maybe you could get your feet wet by scoring a copy of DreamWeaver and attempting a project before deciding. DreamWeaver gives you great results easily before you start going down the ASP, j++, c# route.
