To put nails into any kind of stone or concrete you would use Hilti nails which can be hammered in, but it would be much easier to do if you hired a Hilti gun, from any plant hire shop.
Inexpensive way is to drill a hole and insert roll plugs and screw the fence to the concrete posts.

Good luck

I have seen people attach boards to the concrete posts and then the fence is nailed to the boards. these posts actually had the boards put into the concrete when the posts were made but I am sure you could attach the boards with concrete nails.

Where ever you buy your fencing should be able to advise you. I am thing pieces of thin wire but there may be something more appropiate on the market. If you already have the fencing--try Lowes. Ask someone for advice.

wire is cheap, put wire between the posts and then cut small lengths of easily bent wire to secure the fence to it. it will be secure and dog proof provided your dog cant jump over it. string will rot in a short time.

you can buy cocrete nails at any hardware store. or you can get concrete screws also!if you use string the weather will deteriate it and when you water your garden it will become weak from the water and the fence might fall over!
