Vatican City seems the most probable answer, but there are some Island Countries which have very small cities. They could also have the smallest "City" in the world.

Hi,
there's no easy answer to this. Firstly 'City' status varies throughout the world.
In England a 'City' must have a cathedral, otherwise it is just a 'town' or 'village'. This status can be varied, however, and there is a 'City' called 'Thelwall' situated near Warrington and on the southern side of the River Mersey and the Manchester Ship Canal that was granted 'City' status by a visiting King of England (I think Henry 6, 7, or 8) apparently for the help he had in getting across the ford in the nearby river.
Thelwall is pretty small (though much larger now than in the middle ages) but the smallest in the world? Just don't know.
In the USA there is no need for a 'City' to have a cathedral and, in fact, I lived in a 'City' (Everson WA) that was hardly more than a small village, with around 1500 residents. I'm sure there are many more even smaller 'Cities' in the USA.
The Vatican City, as mentioned by several 'answerers' is small, but in terms of inhabitants has more than either Everson or Thelwall.
I know this isn't a 'good' answer to your question, but it may help you understand that there are problems in obtaining a definitive answer.
Good luck anyway (I'll keep my eye on the answers-you've got me interested now)

The smallest city would be a tiny village as there is no guideline defining what is a city. But, Vatican City is the smallest country.
