First, it's mass spectrometry, not spectroscopy. Spectroscopy=counting photons. Spectrometry=counting particles.
MS: can detect very accurately the mass of compounds, and can sometimes tell atomic composition (depending on the specific method). But samples can be destroyed in the process of getting them to the gas phase, you learn nothing directly about functional groups.
IR: can tell a lot about functional groups, potentially compare unknown samples based on the "fingerprint" region, and can possibly derive information about symmetry, but essentially impossible to tell molecular size, number of similar functional groups, or how they're put together.
