Well, what do you mean by penis implants? I don't think you know much about the ways they go about giving a woman a penis- it's a lot more complex (and much less satisfactory) than just a penis implant.
But let's say that both women have had phalloplasties and now have penises that completely resemble biological men's penises, and have the ability to do everything they do, except ejaculate (no non-biological penis can do that yet). If all they have is the penis, but still look like women otherwise, and like the look of each other as a woman who has a penis, then I wouldn't call them gay or lesbian. Just like for men who like "shemales"- women with penises, there is no word for them. They aren't gay (gay is liking men, not half-women, half-men), they aren't straight, but our language has no word to describe that attraction except for 'queer'. So same would go for these women.
Now, if these women transition to men- if they take testosterone, get masectomies (removal of the breasts), and then get the "penis implants", then they are essentially men, what is called a female-to-male transsexual (a.k.a. FtM, F2M, transman, etc.). They are no longer considered women, they think of themselves as men, and thus the word "lesbian" can't apply to them at all. If they are attracted to one another (note: attracted is a lot different from having sex. Sexual behavior doesn't automatically describe sexual orientation), then they would be gay, yes.
If they are attracted to one another precisely because they used to be women, then I wouldn't call them gay (that denotes that they like biological men, too), but rather use another term: trannyf*g or transf*g. It's a new term for FtM's who are attracted to other FtM's. You can see an example of this in Morty Diamond's pornographic film "Trannyf*gs" (http://mortydiamond.com/).

well this question and these answers are wrong on so many levels. firstly, a girl wouldn't just ask to get a penis implanted...there would be a whole process in turning into a man (hormones and what not). in which case, after that transexuals (which they would be) consider themselves to be of the opposite sex to which they were born.
overall, they would be gay....two men having sex with eachother. just because they are born female does not make them female for the rest of their lives (not with surgery and hormone replacements).
man, i thought people in the LGBT would be more educated than some of these answers.

being a lesbian or gay is not about how you perform the act of sex. for example, it does not mean that am gay when i decide to have anal sex with my girlfriend. being gay or lesbian is about sexual preference and a state of being and expression. thus, if the two girls in question are lesbian by nature and by all other ways pertaining to being lesbian, then the fact that they opt for an implant to have sex - thus merely changing the object of penetration - does not make them gay. they are still lesbians. Lesbianism is a term that defines girls who have a sexual appetite directed towards their female counterparts while gayism, vice versa.

Hmmmm... interesting question. There was a bunch of people who had transgendered on one of them US TV shows, might have been Donahue. One was a guy who looked like a lumberjack who used to be a woman. It had a fake penis just for show. It was totally nonfunctional. How do you hook one up to somewhere where there's nowhere to connect it? That's as dumb an idea as having a penis attached to your head so you can be a D I C K H E A D!

Maybe what this question really exposes is our society's obsession with labels.
Are they men? Are they women? Are they something which fails to fit into either category? Does it matter?

Genetically, they would be lesbians. But physically, they would be gay. Yet psychologically and emotionally, they would be lovers.
