Road diggers usually dig up roads to perform a contract for laying pipes or cables. They are doing something for your benefit.
Having said that they have to be mindful of the road users.
They are supposed to be rules about when they can dig.
I do not know what rules are there in Mumbai.
Following should be the rules.
The contractor is required to post an attendant at the dug-up site for the duration that it remains dug-up.
The contractor has to pay a permit fee for digging up the road. The permit fee may be Rs. 1000 per hour that the road remains dug.
The contractor who dug up the road be required to re-fill and put the road surface in the original or better condition after the cables/pipes have been laid.
The cost of keeping the road dug for a longer period will be good deterrent.

The punishment is always there under the law. I won't suggest that people should take law in their hands. They can help the administration by way of bringing the matter before the administration, and the law will punish them.

Me and you are no body to punish any offender. Please be patient and do not punish any one.

Not the least.Road Digging its for Mobile/Telephone cables,should not be allowed they hv been doing so for last 50 years.In case its water/sewage of any resident be allowed ,ensuring Road cutting charges are paid ,note down the payment particulars and see your councilors ,helps in repairs.or sack him away.
