it is illegal to download that sort of stuff without paying for it. it is called piracy and it is a crime

no website will offer it for download legally. You can, however, use a torrent. emule listed above does that. What happens is people who have it simply make it available to others, it's a peer-to-peer type file transfer.
You can actually find just about any game via a torrent, not just old ones like gta vice city. At your own risk, of course.
