The sun will rise later and set later. 7:30 am. now used to be 6:30 am, so if the sun used to rise at 6:30 am it rises at 7:30 am now. Also, it sets an hour later, leaving more daylight at night when most people are still up, instead of the early morning when most people are asleep. For that reason the government thinks we will save more energy. Actually, I think they just didn't have anything to do, and they need to screw with our lives to make themselves feel important.

It depends on what you mean by time.
On our clocks it will rise later and set later. However, by the actual flow of time it rises a few minutes earlier each day (in the northern hemisphere) and will continue to do so until the summer solstice. Merely changing our clocks does not alter the flow of time (time doesn't stop when your wristwatch does).

The sun will rise and set at the same time it does every year at this time. It is us... the humans... who will be rising earlier and going to bed earlier because of the man made measurement we call "time".
