The check-in & check-out times are a general guide (though some hotels strictly follow). There must be sufficient time to turn a room around (i.e. clean it after a guest checks out). If the occupancy rate is low, there will be sufficient rooms for checking in earlier (i.e. 12 noon). And if the following day's bookings are slow, check-out can be extended (usually to 2pm). However, it is unfair for the hotel to hold a room for a guest till the evening as it would not have been able to sell the room. As such, most hotels will charge a half-day rate or for extended hours.
If you arrive before check-in time (e.g. early in the morning), you can either pay for a half-day rate to check in immediately (if they have a room), or leave your bags with the porter or front office, and use the time for a morning stroll, breakfast or visiting until the check-in time.
If you have to depart later than the check-out time, extend it, pay for it or check out and leave your luggage with the porter or front office, and go shopping etc. till time to depart.

Actually is like this :
If you already booked the hotel of your choice in KL(i.e. 12 March 2007), you will have to wait until 3.00PM of 12 March2007. ( but mostly check-in counter will open 2.00PM).
BUT, if you have not booked the hotel of you choice in KL....
Lets take an example,
you arrive to the hotel at 7.00am Malaysia time, you can make a request whether the hotel's room is available or not.
***If available, you may check-in, but you MAY experiencing the room is unclean because of the former guest is just checked out(at early morning).
***If unavailable(full house), you must wait untill 2-3PM so that other guest is checked out, then you can check-in.
All customer MUST check-out at 3PM, you can leave your luggages at a special counter until late evening even night
(MAY BE got charging(RM10)=(US$ 2.85))-(charging rate is depends on the hotel).

Everything can be solved by money and if the hotel have a number of available rooms, it's not a problem to check in a little bit early 1 or 2 hours early from 3pm....

Most hotels have 24 hour check in. Generally if u book out after 2pm there is a cost penalty. We booked out 6.30 pm and cost an extra $20 US. for two people. (5 star hotel)

some hotels let you check in before 3.00pm, if your room is available. And some hotels usually give you an extra 1 hour to check out. But you have to inform the customer service that you will be checking out around 1pm. Usually they will not charge you.
