If you have a rocket launcher:

This entire strategy assumes you have a rocket launcher, which makes the
battle a very simple matter. Press the dodge buttons to try to survive the
Verdugo's initial attacka, then make your way to the back of the power room
and stand next to the liquid nitrogen tank. When the Verdugo approaches,
knock over the tank. While the monster creature is frozen and
shivering, damage done to the monster is TRIPLED. Do you know what that means?
Use the rocket launcher at this point to shatter Verdugo into a hundred shards
of frozen bug man.

If you DO NOT have a rocket launcher:

Without a rocket launcher, follow the above steps until you get to the point
where we've frozen him. Blast Verdugo with the shotgun or shoot several mines
into it with the Mine thrower and run away. When a certain amount of damage is
inflicted on the creatures it shrugs off its icy coating and returns to full
speed and strength.

Soon after inflicting so much damage to it, the shutter room door should open
and you can dash down the corridor. Be ready to dodge up to three ceiling tail
attacks in a row on your way to the next attack point. Run to the next liquid
nitrogen canister in the corridor and wait for Verdugo to approach. Knock the
canisters over to freeze the beast again and attack it, then run away.

Continue south and then west into a small room where TMP Ammo is
located. Use the liquid nitroge tank in this room againt Verdugo and then head
back to the room where the eagerly awaited elevator is expected to arrive. Use
the last liquid nitrogen tank againt it and then either board the elevator and
flee, or stay and finish the monster off.

Continue blasting it with the shotgun and throwing grenades and press the
action buttons to dodge its attacks when possible. Sticking around to execute
the excutioner has its advantages, since the monster drops the Crown Jewel

You don't have to fight him. You can just dodge and avoid him until the elevator arrives, because without the rocket launcher, he takes A LOT of punishment without something powerful like a magnum. So that's a lot of ammo used up, but you won't get that one piece of the crown to complete it unless he's dead.

two ways he takes damage,if you freeze him with the no2 tanks,his whole body takes damage,but if you run out of tanks to use i believe he only takes damage in his head.

easiest way to beat him....

1-get a bazooka
2-run all the way to the last room where you have to turn the power on,for the elevator
3-stand where im telling you too
4-drop the tank,and kill him with the bazooka

ok this is something i found out when i played thru it like once to figure out where you dont have to dodge him,until he pops out,in the open.

in the last room where you have to flip the switch,is the spot where he cant touch you,i think if you try running around,hes gonna try to hit you from above,thus forcing you to have to keep dodging him until he pops out.

if i remember correct the layout of the room is basicly like this,minus the cages inside the room,but thats not important,its also where you have to flip the switch,the strategy is simple,its just standing in the right spot,and waiting till he comes out,so you can wipe him out,all you have to do is face your back towards the wall where the x is...

you will know you are doing it right,cause he will never try to attempt to come out and swipe at you,and you will also be peering around the corner,where the no2 take is..

the normal way is,just shoot/dodge..lol.but its usually easier if you have a bazooka,you pick up an average of 1mil ptas a game.so 30000 really isnt alot to spend on something.

ps - the thing i was trying to draw out,looks correct on my screen when im typing it,but it comes out all F-uped when i try to submit it,but you will still get the idea of what im trying to tell you.

when he tranforms into the big spider thing the trick is to shoot him in the knee joints (they look like eyes)and keep doing that until ada throws down a special rocket launcher then one shot from that and he is dead
