Use them to get your barbeque fire going. Tarred beef is delicious!!! But seriously, you don't know what's been discharged onto them once when they were part of a track, so I wouldn't really do anything with them. Remember, trains have toilets and the contents get discharged. Also, when a train hits some animal (or person), although it is disinfected afterwards, you can imagine what they've been tainted with! Not to mention oils and diesels!

No. There is nothing you can do to get all the tar out. The only treatment would be pouring sand on the seeping tar to soak it up and hopefully reduce the mess.
If the sleepers are in an area which is used frequently, near children, pets or vegetable plots then you should replace them. The tar that is seeping out could contain all sorts of undesirables.
However, f they're just sat on the edge of a path out of the way, they're unlikely to do any harm. Just don't lick 'em!

Nope. There are different grades of railway sleepers. You obviously have the oozy ones. Only way round it is to replace them with new non-bituminous ones.

We also had the railroad timbers you are talking about . Ours were used bordering our drive and as border posts on our property so they didn't bother us.
We got a huge truck full free, 30 years ago when we first built our house, so needless to say we used them.
If yours are used in a way that you come in close contact you may need to cover them some how. Since I do not know how they are used, sorry, I have no suggestions.

I think not! I had the same problem about 5 years ago. I tried everything, petrol, Gunk, Jizer, burning it off, steam pressure cleaner, and so on. Nothing helped, in the end I had to replace them.
