Blues clues,
the wiggles-there are several videos out there by them.
Sesame street
Mr Rodgers Neighborhood
Wishbone (gets kids into reading plus the fun dog)
Veggie Tales
Curious George is for kids that age range and highlight discovery and problem solving
Anything that teaches ABC's and 123's (we just got a video that is all about the alphabet, I even learned a few things it is called See and Learn Letters)

I have a 3 yr old and a 5 yr old and they both love
1. Blues Clues
2. Backyardigans
3. Dora the Explorer
4. Go Diego Go (Dora's cousin)
I think Nick Jr. has the best under 5 line up....educational shows that keep them interested (You can put on anything for them but if they don't pay attention then they aren't learning)

I'll go with the classics...Mister Rogers and Sesame Street. Its what I grew up on and they have all that you could need for both entertainment and education. Another one I like that's more recent is the Backyardigans. It doesn't seem educational, but trust me, its in there.

Both of my kids love The Little Einsteins cartoon, especially my little boy. He is two, but my daughter is almost six and she loves it too. It is on the Disney channel.
