I've tried rebooting at the setup, it still shows 130GB. Tried Disk management, tried reformatting, partition magic, nothing works. PLEASE someone help me!!!

The big problem is that no matter if i reformat it to fat32 or ntfs now, its still showing 130GB. I need it to show 250GB again....

you have still got 250 gig free so your ok... fat 32 only sees part of the drive, not it all

When you install your operating system it will see what is a 250 gig

For a 250 hard drive you will be better off fdisking it into four partitions

Don't use the Hard drive as a 250 single partition for a number of reasons
Partition it like this
first partition 75 Meg
Second Partition 75 Meg
thirded partition 50 Meg
Fourth Partition 50 Meg

that way you will have your operating system on C drive
programs on D drive
Data on E drive
Games on F drive

if you lost your operating system you have not lost everything

you must check if there is UN partition space
and you must make more than one partition (like tow ntfs partition125/125)make it as before but with ntfs.
couse as i know there is no way you can have one partition of fat32 with the all 250GB
Try to use win xp boot cd(Very good)

Windows2000 and XP must have the latest service packs installed to access more than 137GB.

format again, and carefully read the sentence showing and follow it.

Check the jumper on the back, it may be on the wrong pin, otherwise if partition magic didnt see then i dunno!
