thats means should the academy give award for best writer who created a great character

Well, there is already an award for best screenplay--that's a writing award. To win that, you have to write not only one memorable character, but a whole cast of them. Plus you have to create a great story to put them in!

But also keep in mind that all of the other folks who work on movies have a hand in creating great characters. A screenplay is only part of the equation. Memorable characters also need stellar actors to bring them to life, good designers and crews to create a believable world for the characters to live in, strong camera operators to guide the audience's eye, and a quality director to pull all of that together.

When you see a good character, you are seeing the hard work of all those folks coming together successfully!

Yes, most definately. I definately think there should be an award for that, especially for those really awesome characters that EVERBODY knows, even without seeing what they're in. That's genius, there.
