Here in Venezuela we have a saying for people like Chavez: "perro que ladra no muerde" (a dog that barks cannot bite).
Of course he should shut up. It's better to shut up and be thought a fool than to speak and remove any doubt about it.

i imagine this man or woman who calls himself Woot talks like yet another Chavez no brains only guns. Chavez and his perfect buddy from Iran are both doomed . Iran is going to be worst off then Iraq . those human beings don't have any clue about existence they're a Hitler contained in the making. quite of pacifiers their moms gave the guns to suck on

He's annoying, to be sure, but he's also a joke, so he's really more comical than annoying. With that said though, he certainly is annoying.
But to answer your question, yes, he should shut up. He can definitely keep dancing though (search for footage of him dancing on the internet) because that ****'s hilarious.
