just first del the inside files that might be hidden so unhide them and den del the folder it will help

That program is none other than Windows itself; notice how "convenient" when you click on a file or folder in Explorer a thumbnail or some sort of summary shows up? Then shouldn't Windows try to read it as other programs do in order to bring up those stuff?

Hold off deleting the folder to until several seconds after you click and highlight it.

I get this sometimes. Usually when I am working on some photos or uplaoding something. Just exit out of the program or whatever page you are on and it should let you delete it. When I am orking on photos I have to close the photo on the program and then delete it.

close all the application(check in task amanger) and try deleting it
