What exactly is my "On-Time" car payment system doing to my car to make it not start? Is it messing with my computer? will I still be able to retreive my diagnostic codes?, and will it be accurate?

I'm guessing, but it's probably a device that just breaks the connection from the ignition switch to the starter solenoid. That would be the easiest way to prevent someone from driving the car, and it would work on a wide range of car models. It's unlikely that it will affect the computer or diagnostic codes.
