The Library of Congress contains 20 Terabytes of text per Wikipedia. A double sided double layer DVD can hold 17.1 Gigabytes. So 1,170 DVD's can hold all that data.

Would be better to burn them to Blueray discs then. But I wouldn't know how much DVD's, at least a couple of cabinet's full.
